[BR-Crater] planning for Crater Assault 4

I'm still looking at the weekend of April 25-26 for the "Crater Assault 4"
trip to Black Rock.  Though the weather is not yet dry, there seems to be
enough gaps between precipitation that the locals report the playa is
mostly dry.  We don't need to go on the playa on this trip - but that
means it also looks good for Jungo Road to be passable.

If the weather holds out, who can come?

The goal for the trip will be to explore Pahsupp Mountain.  One possible
arrangement for the trip is a one-day visit with a lot of hiking, similar
to what we did on Crater Assault 1.  A few people can also support the
event by staying at the vehicles to monitor the radios in case of emergency.
We'll want qualifying new members to actively participate.

The crater research is not specifically a Stratofox event, because Stratofox
is about balloons and rockets, not rocks.  But it's still familiarization
with the Black Rock region.  If we have at least 3 team members coming, then
it will qualify for training where invitees can earn their full membership in
Stratofox.  (i.e. we'll have enough members to evaluate your participation
and vote you in.)

We need to encourage invitees to get their membership, and also recruit
new qualified members to Stratofox.  There are at least several planned
high-altitude balloons and rockets to track this Summer and early Autumn.
The bigger the crew the better for all of them.  I'm not going to post
too many details since this is going to the public br-crater list.  But
more details will be available for those who volunteer to help with these
events.
