[BR-Crater] weather watch: next trip to Black Rock

I said earlier that I'd like to see a couple weeks without rain or snow
at Black Rock before planning a trip to hike around at Pahsupp Mountain
and look for shatter cones.  We want to let the dirt roads dry out.
(We won't be going on the playa.)

I was looking at next weekend (Feb 7-8).  But now the forecast has a chance
of rain... It's only a slight chance at Black Rock.  But there's also snow
on the mountain passes for those of us coming from California.  

It could be another 2 weeks after the rain stops before we can consider
it again.  Maybe 1 week if it's light.
